NDDC 2025 budget proposal of N1.75 trillion was presented to the Senate on Tuesday, with lawmakers announcing plans to physically verify projects executed by the commission between 2021 and 2024. The presentation took place before the Senate Committee on NDDC, chaired by Senator Asuquo Ekpenyong.
The Managing Director of NDDC, Samuel Ogbuku, explained that the proposed 2025 budget represents a 9% reduction from the N1.985 trillion appropriated for 2024. The estimate will be funded through multiple sources: N776.5 billion from Federal Government statutory contributions, N752.8 billion from oil companies, N109.4 billion carried over from 2024, N53.67 billion recovered from federal agencies, and N8.35 billion from internally generated revenue.
A breakdown shows N1.631 trillion earmarked for projects across the Niger Delta, N223 billion for internal project execution, N47.56 billion for personnel costs, and N49.93 billion for overheads. Ogbuku also reported that the commission exceeded its 2024 revenue target, generating N1.985 trillion against a projected N1.911 trillion, aided by an extension of the budget implementation period to December 31, 2025.
Following the presentation, the committee held a closed-door session with NDDC management. Senator Ekpenyong told journalists that the lawmakers resolved to conduct an extensive oversight tour of ongoing and completed projects across the nine Niger Delta states in January 2026.
“The committee took a critical look at both ongoing and completed projects by the NDDC and resolved to carry out an extensive oversight visit across the affected nine states in January next year,” Ekpenyong said, stressing that expectations remain high for improved performance in 2025.
The session also included a minute of silence in honour of former Senator Peter Nwaoboshi, who chaired the Senate Committee on NDDC during the 9th Senate and passed away recently. The tribute followed a motion moved by Senator Ned Nwoko and seconded by Vice Chairman Patrick Ndubueze.
